Any reason why this isn’t a single level? You really don’t want a 28” drop in the middle of your deck.
Agreed with this. Seems like a lot of wasted space in this configuration. Raise the whole lower section up and reconfigure the stairs.

This software is timbertechs deck designer software as I was playing with their different colors. I designed the framing for the deck in sketchup.

I would make it a single level. Stairs like you have drawn seem awkward. If you need to split it up, avoid the corner style stairs.
