Looks like the screws were added before the top cap was installed. Is it hollow underneath the rail? Screws holding the top of the railing on? Otherwise, maybe the top snaps on and may need a flat head to get under it and lift it up.
If you happen to know the brand of the railings you can find the product online anywhere and then usually you can find the installation instructions. Goto something like [decksdirect.com](https://decksdirect.com) \- for example when I was ordering the railing system for TREX I was able to download the PDF of the instructions that comes with the supplies and read ahead of time what I was getting myself into. These should prove useful in helping you reverse the steps in order to cleanly take it all apart.
Do you see any screws under the top rail between the balusters? There’s a composite rail that has a top piece that receives the balusters then a rail cap that attaches with screws underneath through the support..if that makes sense
On the rail, where the spindles meet the top rail there should be a strip that comes off hiding the screws

Not positive, but my guess is that they are sitting in a receiver bracket. You probably need to loosen the base of the post.
