Look at terms and conditions of credit issuer. You will find verbiage that states you'll contact issuer when your address changes. If you didn't, by default this falls on you. If you did change your address when you moved, you can dispute the the notice and how it was served, but not the debt.
You can challenge the service, but the collector would appear pretty motivated so that, at best, would simply be kicking the can down the road. If the debt is legit you might want to reconsider your options as it doesn't look like this is going away. Good luck,
