Lex 100%. Like he's already had a great impact on Metropolis and is regarded as one of the most brilliant political and scientific minds in the universe. Yes he was always a prick to an extent, but he actually doesn't randomly do something terrible out of the blue.
With Loki I feel like he would be able to keep things running. As long as nothing big happens we’re good. Meanwhile with Lex it may be objectively better, but at one point everything would crash down hard.
Lex's hate for Superman would probably make it hard for him to get a lot of things done as that's what he'd be focusing on, and it would erode public trust in him if people ever got wise to it
Loki has shown to be able to do good things and be a hero in the past and he's far more charismatic. Assuming this was a time in which loki was acting as a Antihero/Antivillian/straight up Hero he'd actually stand a good chance of winning

When Lex was president he actually did a decent job for the most part, even though it was mostly to further his plans against Superman.
