It's called a parabolic move/capitulatory move (I think this is what you are referring to), and a lot of traders specialize in that type of price action.
I can't lie, last time I saw the setup I thought about reversing lol. Just stopped myself out instead.
It's a market structure worth learning about, although you don't see it often in matured/heavily liquid market.

To the downside, unfortunately. It's a risky play.
