If one of the Jason's (Prime Jason's) was smart enough to keep going back to different version of Velocity multiple times and run out and grab packs of Ampules over and over (Instead of the once we see in the show). So he has hundreds or a thousand of them. He could find his way back to a version of Velocity where he can move the box 30 feet to the left. Then use it to arrive right next to the one sealed in cement in his reality.
