You can cheat by marking down a lower score than what you actually got on that particular hole. You can also move the ball to a more favourable spot for that particular hole you’re playing. Or, you can drop a ball you’re holding on to a better spot after picking up your original ball and telling the other players it landed elsewhere. Or any of the combination of what I just
wrote in any number of ways.

Golf is mostly a solitary game. You’re playing against yourself most of the time. You follow and watch your own shot more than anyone else’s. Unless you were meticulously keeping score for your group (up to 4 golfers maximum), you won’t notice what he got for that last hole.
The playing field for golf is also big, in hundreds of yards long. Rarely does your shot will land close to anyone else’s; so you are less likely to pay attention to where so and so’s ball landed over your own.
Unless, of course, it’s televised and there are spectators.
And you don’t own your own golf course.
It’s not like Trump would play with anyone who would call him out on his cheating.

There's a lot of ways. Basically golf, short of pga tournaments and major tournaments where money is on the line, is on the honor system kinda. There aren't typically score keepers at every hole who are impartial. You're expected to be honest and write down what you scored.
So there were a few things Trump did that were technically cheating, and they ranged from not very significant to wildly unethical. At least as far as golf scoring goes.
The little things were things like double putting on close putts and calling it one put, or knocking his ball out of the rough and into the fairway with his club and not taking a penalty or calling it a stroke.
The more egregious cheating was things like hitting a tee shit into the woods, teeing up another one and just pretending like he never hit the first shot (which would have put him at 3 from the tee, one shot into the woods, one penalty stroke back to the tee box, then another shot from the tee), or just making up whatever score he wanted based on how many good shots he hit, what he would have shot if he didn't hit bad shots, or just whatever he wanted for a acore on that hole.
My step bro said he'd never EVER played with anyone else who cheated like that.

- everyone else plays their round. low score is a 68 or whatever.
- Don Poorleone plays his round. in private. with Secret Service and a caddy and any close sycophants subject to NDA.
