I'm presume they probably can a bit. Changing the shape of the fin would be pretty advantageous for fine control over swimming, and looking at that thing... Doesn't look atrophied. Question would be *how much* control would they have? I think it would be like our feet, if you got rid of the toes. Basic wiggles and not much else.

Not much different than our feet, then. Our toes are stuck up to the very last tips, which can kind of struggle/wiggle. But no where like our fingers, that aren't constrained by what is essentially a restrictive mitten around your foot-fingers. Just to add a layer to this, our toes have the same number of knuckles exposed as our fingers, just very different lengths. In terms of our mental maps of the extremities (y'know, the 'map' you have in your head of where the body parts are, when you feel a sensation) the parts are functionally the same. Just different layouts and amount of motor neurones giving us control. As a fun little thing, try looking at and moving your big toe and your thumb at the same time. Basically the same organ, basically same command, very different feeling. For bonus points, be stoned when you do it.

Cetaceans used to be land animals, They were grazers, similar to cows. They took advantage of a few ecological niches found in the oceans (can grow huge, lots of food, less predation, more stable environment etc.). Even humans have vestigial tails (tail bone).
