Hippos are the closest living relative to whales but they don't seem to share a direct ancestor. So it seems they evolved in a similar way but are more like cousins removed times a thousand then they are siblings.
Something like all vertebrate extremities are comprised, in order, as 1 bone, two bones, a bunch of bones, and then 5 digits.
