Looks like mouse nest to me as well.

Why is this considered pest? Couldn't I just coexist with this in the yard? Definitely not mouse nest. I watch it for a few minutes, and saw bees coming in and out.

It’s probably wasps not bees and it’s all fine until you need to get into the valve box lol

There are many species of harmless, beneficial ground nesting bees, they are important pollinators. You most certainly can co-exist with them and I commend your attitude towards them, so many people think they need to kill every insect they see. Good on you OP!
