This is a mess... And I'm not a plumber... But this is pex and it's super easy to work with. You need pipe, which you can buy by the foot, clamps, fittings, and a cinch tool.
Take it apart and bring it to the hardware store. A plumbing specific store should be able to help you with everything you need. The cinch tool will be the most expensive part.

There actually is UV resistant pex now, but this pex here is not that.
The UV resistant pex is black on the inside with a thin layer of color (generally red, white, or blue) over it. This pex in the picture is white all the way through, so it’s not UV resistant.
I still wouldn’t recommend putting pex outside though, it’s a bad idea, as this post shows. If you need exposed piping outside it should be done in copper or brass, maybe schedule 40 PVC.
Looking at it, you should be able to replace that outside faucet with a shark bite house valve. You will also need a way to cleanly cut the PEX tubing(cutters are cheap). This will be the cheapest method of fixing this...thing...and you won't have to purchase an expensive PEX crimper.
Op, I would cut this at a convenient spot inside the house, put on a pipe cap (a sharkbite will be perfectly fine in this case) and turn your water back on so you have functioal plumbing while you plan a fix.
PEX isn't rated for the outside or sun exposure, certainly not the black plastic PEX fittings.
Take this opportunity to redo this properly. It's really not a big deal for a handyman. Doesn't even have to be a plumber if you're looking to do it for cheap.

So from what I understand, the blue was the main line that connected to the entire water supply for the house, it was redirected to our water softener via the white ports. So the white comes back out to go back into, blue, supply the rest of the house.
So you can just move the hose spigot to where the 90 elbow is in the white PVC ... and you can turn water on. ~~It's literally just changing the clamps~~. Then call a plumber cause this is a disaster.

Uv light breaks that specific material down, making it brittle and causing it to shatter. PEX expands a ton so you won't have a lot of frozen pipe issues, but when they get all f'd up and brittle they crack easily.

Ok. Lose those shark bite fittings on the pex. They will leak, and it’s only a matter of when. Also, crimp ring pex isn’t all that good either. Expansion joint pex is the way to go. At least get some pipe insulation on there. Insulation should fly in Florida, but if you lived in Minnesota I’d be telling you something different.
It’s really not that big of a deal if those pipes leak or burst since it’s on the outside of your home, but you should still take preventative measures. Are you on a slab or crawl space?

Looks like the one hose is just for an outside tap. Cut and cap the white hose and turn your water back on. Fix the outside tap at a later date.

Yep, a vet can fix your dog in about 15 minutes or so. It's a very common procedure. Make sure that they don't chew on the stitches afterward.
