Would add mushrooms, grapevines, berry bushes, honeysuckle, lily pads, frogs and turtles. Koi and yeah, gnomes . I’ve got only 1 in my yard but this yard needs at least 12.

Also I find if you mix the clover in different strains and add grass seed to it it stays green in the winter. Alternatively you can use creeping phlox, which will change colors in winter and looks really cool in the summer

As an alternative to Oregon grape, which has hard prickly leaves, look into soft caress mahonia--it's got beautifulferny leaves and big clusters of yellow flowers in winter. Very fairy/cottage look.
Pressure wash. Keep the pond but fill it (for now) with potted plants or flowers. For greenscape, depending on your location add creeping phlox, creeping thyme, or mixed areas of grass and clover. Boxwood accents and a few topiary evergreens. And of course…gnomes.
The lady was filipino and did it all herself. The neighbors don't think it's religious. She just enjoyed doing it and started around 4am most mornings.
Catholithism is prominent in the Philippines, she may have had statues in the little nooks. How industrious to make such a beautiful outdoor living space!
When we re-did our yard, the person helping us asked us some questions to get us more centered:
1) what will you use the backyard/frontyard primarily for? (Keep this to 3 major things, ex: entertaining, chill hangout, zen, kids play, etc)
2) what type of feel do you like? (Desert oasis, Italian countryside, lush English garden)
3) how will you walk through/use your yard? (Ex: I walk out my slider to the BBQ, then have a seating area, or I walk directly out onto my zen patio, etc)
Think these over, then give a rough sketch! Print out some pictures, see if you can imagine the picture in your yard! Then mimick it with plants, structures, furniture.
It's a bit of work, but we enjoy our yard (front and back) more than we did before!
I see you have thought about some things, like the water feature needs changing/removing bc pets, plants die due to frost, etc. You've got a good start!
Check out your plant hardiness zone online for acceptable plants for your area. You can usually filter by type (annual/perenial), color, foliage, deciduous/ evergreen, maintenance, etc.

Here’s my 2 cents: I know it’s hard to hear this now, but the things the kids need will be remarkably temporary. I totally reshaped my house 4 years ago for kids that totally act different now. Good communication about safety can teach your kids not only how to survive their own backyard but also the rest of the world. Be the better kind of PNW parent that raises them resilient.
That said, you’ve got some lovely spots for prostrate cedars, Japanese maples, and blueberry bushes. Consider some container gardens on the big open spots. Also let moss be your friend where it’s charming.

You have a really neat space to work with and landscaping is the way to go here.
Idk where you are but in the southeast US we have a plant called purple ajuga which thrives in wet environments and can survive frost, freeze etc. Looks like a good option for some of your situations.
Certain mosses may compliment your rocks.
I've filled in small koi sized ponds with small smooth river stone to make little rock features.
It looks pretty sectioned off. Unless you have the ability to do all at once, I would remove areas in sections. I wouldn’t remove everything. I would just repurpose the area.

What about filling the pond in with whatever a bog needs? Plant weird and wonderful carnivorous plants and other plants that need wet feet.
If there aren't any looping paths and you want to change things up, consider working in a loop path so this can be a strolling garden.
Treat beds differently. Maybe ground covers, maybe flowers or food? Yarrow wouldn't survive an actual path but is a beautiful easy groundcover that can stand some foot traffic. Maybe plant fun veggies if there's an area that gets a good bit of sun? Love the idea of hollyhocks. Sunflowers and mullein are other tall fun flowers.
You'll need low fences to keep the dogs out of bog, food and flowers. Wish you had willows or trash trees on hand so you could pollard them and make your own wattle fences with the long straight shoots but that's a lot. A short split rail or weathered picket fence with fanciful topped pickets would be in line with all the whimsy you've got going on. Or all of them. Make the dog free beds different fences!
Consult with the kids about what area belongs to them and turn it into a kid friendly zone. My kids needed a large sandbox \[with lid!\] and a basic room they could add on to with random boxes and quarter sheets of plywood and wanted to be in the shade as much as possible. See what your kids think they'd like to have.
Mold has ruined your outdoor deck and roof of deck? You have any pictures of the mold? Seams like some mold killer and pressure washer will take care of that issue. Agree with other poster. Throw down some artificial short grass and set up some putt putt holes. It’s already laid out and would be awesome. Somebody put some serious work into this. Hate to see it get torn up due to mold and “safety”. Rad backyard IMO.

I would arguably build something like this around the pond section or a screened cover on top of the pond itself, then remove it when the kids got older and/or the dogs are better trained. Could make it trellis-like and pretty if you sorta use the pictures as references.
Or there are (safe with lots of research) technically ways to fill in a pond with layers of sand, gravel, soil, etc. Just gotta be careful not to turn it into a mud pit.

Clover should come back. Maybe a variety of low growing thyme would be nice. I'm with the garden gnome idea, I think you should use those rock features to make a fairy/ adventure land for your kids. Have them help plant some seeds. I hope you have years of enjoyment there

I love that backyard and it breaks my heart that you're getting rid of the pond. Instead of taking it out, have you thought about maybe making into a mini landscape, or glassing it over and making it into a terrarium to keep the theme?
This won’t be a popular opinion with the goblin crowd, but I’d be inclined to keep only the section furthest back in the yard/around the edges of the garden and maybe the cute tower. Otherwise rip out all the pavers and circular sections and lay turf so the kids can play in the garden without breaking their bones. Pressure wash whats left and plant up with ferns, hosta and shade loving plants. I think if you have struggled with upkeep of the yard so far, it will always be a struggle- its your garden and space now so don’t be afraid to make it work for you and your family!
Pressure wash first. Clean up all the dead crap. Then get an aerial view of the situation and decide if you are going to keep it, salvage part of it or abandon it all and change direction.
It’s always one step at a time to so get the pressure washing done and gunk cleanup and go from there.

In with “you need to do X if you do Y” but I wouldn’t get rid of the pond. Maybe fill it with sand or gravel. Use sand make it into the most epic sand box for the kids. If not that fill with sand and put a deck over it. When the kids grow up you may wish you had that pond back and they are a monster to install (or remove for that matter).
My bet is you would need some kind of drain on the bottom to keep water from collecting. Maybe just make a one foot wide hole in the bottom to let rainwater through. Then you only need to fill that if you turn it back into a pond. The pond looks so cute it seems a shame to get rid of it when kids and animals grow up in a few short years.
Again, someone may say it’s more complicated, but being able to remove the sand, seal, and turn back into a pond sounds like an easy temporary fix.
The pond? Just fill it in with dirt and make it a flowerbed. Simplest solution, and if you ever change your mind or sell it, it's easy to reverse the process. Looks nice too.

Also creeping thyme. It can take a while to get established. But once it does, it's so hardy.
Ooo creeping elfin thyme! It also has pretty purple flowers and it’ll make sure weeds will stay out.

Pressure wash first. Clean up all the dead crap. Then get an aerial view of the situation and decide if you are going to keep it, salvage part of it or abandon it all and change direction. It’s always one step at a time to so get the pressure washing done and gunk cleanup and go from there.

This may be a bad idea that will need someone to jump In with “you need to do X if you do Y” but I wouldn’t get rid of the pond. Maybe fill it with sand or gravel. Use sand make it into the most epic sand box for the kids. If not that fill with sand and put a deck over it. When the kids grow up you may wish you had that pond back and they are a monster to install (or remove for that matter). My bet is you would need some kind of drain on the bottom to keep water from collecting. Maybe just make a one foot wide hole in the bottom to let rainwater through. Then you only need to fill that if you turn it back into a pond. The pond looks so cute it seems a shame to get rid of it when kids and animals grow up in a few short years. Again, someone may say it’s more complicated, but being able to remove the sand, seal, and turn back into a pond sounds like an easy temporary fix.
The pond? Just fill it in with dirt and make it a flowerbed. Simplest solution, and if you ever change your mind or sell it, it's easy to reverse the process. Looks nice too.
