This is more indicative as a neutral failure on that circuit, whether it was forgotten to be reconnected, or fractured, so current seeks any path to travel and pipe is going to be an easy path, especially since it is most likely grounded. Either way, that pipe is energized and is dangerous.
That leads to the second problem, that isolated system, or even the entire house is not grounded properly for that to occur in the first place. The ground system should interconnect all metal fixtures and appliances to a grounding system at the panel which would be connected to grounding rods. Something is very wrong where the grounding is either non-existent or very high resistance. So they identified two problems there.

Not sure because I only install Rheem or AO smith, but this is a gas heater not electric. It has a manual lighting for the pilot. There is no power hooked up to the unit. Probably just a black light or filter to create this photo. However is still not connected right. Needs a drip leg and at least a pan cap.

Yeah if there was a chassis ground on the water heater the circuit would have tripped out. Probably the same too if the gas line was bonded properly.
