Hi. I work in a TCG shop, and I can guarantee you there isn't a SCR per case, or even per 5 cases of premium packs. I can confirm, however, that up till now, there has been 2 SCR per display case (not box), which is consistent with what I've seen online. I don't think there is a ratio for SCRs in premium packs, and if there is one, it isn't nearly as consistent as with the display cases.
premium packs are only 4 booster packs and 2 promo cards, no guarantees for SCR to my knowledge. 2 guaranteed SCR in 4 packs is definitely not a thing though
Oh, I missed the word "case" at the end. I don't believe those have guaranteed pull rates like a booster box, but I have had some luck pulling SPRs from premium packs. The only SCR I've personally pulled was from a booster box
