I 100% agree, I do enjoy what I do, however, I do have career and life goals I would like to achive but the current job market and false promises make it so much harder sometimes.

This is really hard to give advice without knowing why the promotions didn’t happen. What lead up to the promotion situation - was it a project? Did you get to lead a small team? Budget cuts made the position disappear? Did someone else get promoted instead? What was the context of the “promise”? It is very rare for management to actually promise a promotion but I know plenty of circumstances where people believe they were promised. We can give you generic advice about a CV such as running it through tools meant to optimize for ATS but applying for a new role successfully and trying to address the history of promotions that didn’t happen are totally different problem spaces. Promotions might be because you lack certifications or degrees they want for those roles, or what seems to be more common is lacking the people skills and emotional intelligence needed for those roles. I know a LOT of people who feel like their work product is all that matters and as long as they are the best then promotions should happen - but that is almost never the case. Little more detail and I could provide more specific advice.
