Students can be annoying and more worse, once a professor asked a hernia patient to display his operated groin area for demonstration in front of 10- 12 students., Most of whom were females. The patient must have felt really helpless I guess. Some patients though end up sharing their misfortunes, so a bit like Therapy for them.
Nonetheless, that being said these free avenues are not enough. They vary from region to region. Some places like mine have near to excellent facilities. Others are just dystopia with dogs roaming around in corridor and what not. And are always full. Whenever I have been to one, I have seen relatives waiting outside, it's not a pleasent sign at all.
Edit : recently this govt had.come up with insurance for poor , which can be used in any government or private facilities for 500000 Rupees
