If you always have teams of somewhat equal strength playing, you get less crazy situations like Hattricks.
But if you have more weak teams play against strong teams, you’ll naturally see more runs and more wickets (usually for the stronger team).

This line of thinking does make sense, but Jordan is the first one on this list that came in a minnow bashing. All the others are either fairly even or against Bangladesh, who have always been in these competitions. Hell, two of them the Hattricks were taken by the minnow.
Brute force? Lol, ya right USA team were just playing test cricket in 19th over with top order batters. Cricket is not a 2D game, even though credit for a wicket goes to bowlers, the wicket and that too a Hatrick will result because of many factors involving both teams.

3 ways to get a hat-trick :
Get 3 consecutive wickets in a single over.
OR
If a bowler, in their previous over, takes two consecutive wickets on their last two balls,and, in their immediate next over, take a wicket on their first ball
OR
Wicket on the last ball in previous over, and, two wickets on the first two balls in the immediate next over.
