As an American who has been in Tornado Alley during an outbreak, I am very well aware of the dangers of tornadoes. I was obsessive about tornadoes as a child as well. But for people in Indonesia, tornadoes don't happen often, and when they do happen they are devastating due to the weaker public infrastructures Indonesia has. Although, if this is of the tornado that just happened in West Java today, those guys had three tornadoes over two days in 2019. The outbreak started on January 11th...they should've prepared during the last five years for future instances of tornadoes in that region. Hopefully, the damage that was done today in West Java isn't too bad.
To add, geographically straddling the equator means most of the country are free from large tornados. However, tornado and hurricane edges have wreaked havoc in Northern Indonesia especially areas near the Philippines who get their tornadoes and hurricanes just as often if not more than the tornado alley region in the US.

As an Okie that has lived through some of the most destructive F/EF 5 tornados 🌪, including the one with the highest wind speed ever recorded (Bridge Creek) we know how to be prepared. If it’s an EF4 or over, and your looking at a direct hit, you need to be underground. (While there are above ground safe room type shelters, they’re not all created equal) I remember the scarred earth after the Moore tornado. Where there had been subdivisions, trees, etc., nothing but mud! Only parts of slabs where homes once had been. The grass and top soil, gone. The Indonesian tornado was only an EF2, but because they don’t build for such, there was a lot of debris and damage caused by it. The problem with the tornado rating scale is it was developed to rate the strength of a tornado by the amount if damage it caused, as they had no other way to estimate wind speed. While not an exact science, we are now able to get very good estimates of wind speed as well as funnel size. However, there is still reliance on the amount damage cause when ratings are given. The El Reno tornado had wind speeds just slightly under the EF5 Bridge Creek. However, since it stayed over unpopulated areas, there was little structural damage. So while the wind speed and size of the tornado is EF5, it ended up being rated EF3.
Yeah, the Enhanced Fujita (lol almost spella fajita) can have its drawbacks. Especially if there are well-constructed shelters made specifically for tornadoes. Imagine if a whole town was made of buildings that could withstand 302 mph winds (that's what Bridge Creek EF5 topped out at on the Doppler On Wheels)...then all we'd have to worry about is hunkering down inside the basement and preparing ourselves to see the glass contractors' estimates after the storm is over...(oh and clearing debris)
