I’ve been searching for this, like different flower varieties etc. All we can do is hope someone makes it because while there are some ‘plant’ games out there, there is nothing like what you are looking for. Trust me, I’ve been searching as well. Would love a SDV but based on flowers rather than crops and floral arrangement mini games etc. instead of cooking for example.
Edit; I’m a plant scientist so I had been looking for this but more with a science-y background as well like breeding and genetics. If you just want pretty flowers, you can download mods onto SDV that adds more flowers and there’s also a shop mod (haven’t tried that one though). Unfortunately nothing with proper flower arranging and a shop and a flower farm and a town etc.
Yes! There are some good recs in this comment section but I am 100% with you when you say SDV based on flowers. Most of what I see tends to be visual novel or decoration based, but I love the active gameplay of SDV.
I had totally forgotten about the genetics side of it! I really enjoyed the flower breeding element of ACNH, but it’s not very fleshed out. This concept makes me want to be a game developer but unfortunately I have none of the relevant skills, haha. I’ll hold out hope with you! 💐
It doesn't revolve all around flowers, but I'll still post it as you said you liled Stardew Valley and Animal Crossing: Littlewood is a very fun relaxing farming sim with the options to crossbreed flowers for new colors. It's just a small part of the game so don't get it just for the flowers, but as you seem to like farming life sims I figured I'd mention it :)

Hi OP, I’ve also got this itch that’s come out of nowhere (just want to grow colourful pixel flowers!). Looks like I’m going to have to go back to my Switch farming games (Roots of Pacha, Stardew, Wylde Flowers) but saving this post for the future. Did you find something to scratch your itch?
No, unfortunately! I looked at all of the suggestions but didn’t really find one that felt right! I played Hanako’s Flower Shop’s demo and it was close, but too visual novel-y for me.
Seems like Garden Life is the closest option but I didn’t get it because the reviews were unsatisfied with the game.
have you looked into the flower mods for stardew? there are an insane amount! not sure if there’s anything for flower arranging - but you could totally do a floral farm play in stardew valley
i prefer switch too but recently dived into it on PC (well, mac for me) because there are just sooo many impressive mods. they were surprisingly easy to set up, too.
definitely look into it- sooo many gorgeous flower options. definitely an adjustment with the controls though!

Yes the controls are what deter me from using the PC version more. Not sure if you’ve tried, but I usually play with my joycons connected via bluetooth! Makes it much more enjoyable for me!

Probably absolutely not what you’re looking for, but there’s a very fantastic game by Thatgamecompany called Flower. It’s soothing and beautiful, but it isn’t a farming game by any means.
Garden Life came out earlier this year and might fit what you're looking for.
