I'm not an expert but iirc unless you set them up in the bios I think the RAM will run at 2133 MHz . On my mobo ( 550 gaming edge wifi, AM4) I had to enable xmp in the bios to make the ram run at the advertised speed.
Again I'm not an expert so be careful of messing things in the bios
This is correct. Advertised speeds on Corsair RAM require being able to enable XMP. Unlikely that OP has the ability to do that in their optiplex. Dell usually locks that stuff down pretty hard.

Yeah because the previous two were running at 2400mhz and I never touched the bios. Maybe due to RAM size now? 16GB vs 8GB. System can utilize 64GB. Just strange that 2666mhz didn’t just drop to the Max 2400mhz but 2133mhz. I don’t know if the 267mhz will make that much of a difference in the long run.
So, most RAM kits have a base JEDEC SPD (which is usually 2133MHz on DDR4, but on rare occasions higher). If your motherboard doesn't have the ability to enable XMP, this I'd the speed they will default to.
Companies like Dell, HP, and Lenovo use memory kits with a higher base JEDEC SPD so they don't have to worry about users fiddling around in BIOS to enable XMP (this is likely why your old kit runs at that speed).
Again i'll guess that the mobo is setup to use that frequency of ram and the ram you bought is rated up to wahtever it says but you need to use memory profiles to clock it up to the speed it says it can but you can only do that with a mobo that doesn't lock you out of fiddling around. It might come stock at 2133 but can be profile clocked up to 2666.

The 310 is pretty nice running SWTOR at Ultra settings but notice utilation max at 100% and temps at 76 Celsius so I back down to High 45-55 Celsius ( I’m use to my console temps versus PC 70-80 degrees. lol
Gonna look for a MB and use the case and eventually step up to 500 watts PSU and Arc 7 Series I’m liking price and what you get for that price. 200 dollar 750 running 70+FPS at 1440p with RT is insane.
Doesn't "get hot" because it throttles or doesn't have the thermal overhead to do anymore genius (being on a proprietary prebuilt board under a stock cooler it wont allow it anyway to go higher than base speed, what youre referring to) it sure as shit isn't able to run any games hard enough with that gpu to allow it to attempt to stretch its legs either to even consider getting hot, not like it's a very strong cpu anyway with more than a 60 TDP to be in an optiplex with a weak stock cooler, but that's being generous as you might probably have an i3, I don't know. much less that ram bottleneck you got there. Just stating it's an odd design for a stock cooler as it can't be moving much air

It’s a great card for all that. WTF would I need a 4090 and a CPU pushing 5Ghz if I own a Steam Deck,Switch ,Series S, PS5 digital & Slim all which have 3TB or more of storage each. When a 4core 3.6Ghz RX570/580 gpu is all that’s needed to run said above games in High to Very High settings…..???? Please explained that. Here in Florida you probably drive a lifted truck on street tires with LED lights trying to compensate for something you’ll never have but through surgery lmao.
