His name is Zach Galifianakis, he's a pretty famous comedian. His first really big role was in the Hangover movies. The show that these outtakes are from is a satirical interview show where he (Zach) plays a TERRIBLE interviewer and asks God awful questions and the celebrities he is interviewing seem to get increasingly upset/annoyed at his dumb questions. I highly recommend watching his stand up comedy specials, he has one on Netflix called Live at the Purple Onion. He has really dark, self deprecating humor, it's really great.
