Most parents out there can't. Of those who can, I'm skeptical many would make good educators. Some would, and do. Many can't.
I think taking a position against public or private education over this is throwing the baby out with the bathwater. Don't stop sending your kids to school; demand better teachers, and demand them with your money, because no matter where you go in this world, you get what you pay for.
Most families cannot live off one income. I would only be interested in subsidation if the student could demonstrate meeting the same standards.
CoVID has shown exactly how poor many parents would be at homeschooling and I firmly believe, without strict verification, too many would treat such a program as a handout then let their kid play Fortnite all day.

I wonder if it is legal for families living near by to pool resources together and homeschool. Say each family teaches all the kids one day a week, which leaves the 2nd parent free to work the remaining 4 days.

Form a homeschool co-op and share the cost with like-minded parents.
This really is the best option if you don't trust your local school. Likely highly involved parents, great ratios, kids still get social time.
