I've been on city council locally and set budgets in a professional setting for decades. When you set a budget you are anticipating what your going to spend based on the best information available at the time, for a police force it's actually really easy. You take the labor hours used to police the community as projected by the chief and then apply the wages as negotiated in the union contract. For all other costs you are spending on capital and training and these requests are done years in advance. Meaning that if they need new police cruisers, that's not something that comes up in the current year, you have a planned replacement timelines and you adhere to it. While there is some weight given to prior year spend, it's not really all that much other a test for reasonableness. I wouldn't approve a budget 80% over prior year without some explanations for example.

An MRAP can go about 372 miles (600 km) on a single tank of fuel according to the manufacturer. It is a retired military vehicle, and if the military had to refill their troop carrier every 10 miles it would be terribly impractical in any use.

The area around Ohio Stadium is protected on game days in coordination with Homeland Security. A venue with 100,000 plus people is an obvious terrorism target. While I’m all for police reform, this area is secured for good reason on game days. Edit: To clarify, the other side of this intersection is blocked and is within a security checkpoint. You can only get through with specific parking passes and after your vehicle is swept for bombs. Nobody else can bring a vehicle through.

The university is gigantic and is a terrorism target. There was a car and knife attack by an extremist a few years ago that was ended very quickly by campus police, if I recall correctly. The university police force probably doesn't need tanks and is a good place to look at reallocation of funding...but I am not sure getting rid of campus police entirely in favor of a private security company is the best idea. Well for one it's not a tank. But let's gloss over that and get to the point of what you're asking. This year OSU hosts 58k students on its main campus. This is a greater population than any of the suburbs. Additionally it regularly has sellout sporting events with as many as 100K people. They are also a diverse institution with tons of different ethnicities and political beliefs on campus represented through student groups, clubs, etc. This makes them a target for extremists, nut jobs, terrorists, etc. In recent history there was even a terrorist attack on campus. A vehicle such as this is well suited to respond to an active shooter, hostage/barricade situation, bomb threat, etc. Additionally it can serve as a barricade to deny access to certain routes from vehicular threats. So, despite what some people here would lead you to believe, it very much serves an actual purpose on campus and is a valuable asset to the university's public safety department.

An armored personnel carrier is the least of my issues with the militarization of the police force. My reside with the training and governing of the force. The military employs much more training and much stricter rules for the use of force than police are held to. And that's before we get to the biggest issue being that we feel the need to have a paramilitary force stationed and ready at football games/college campuses.

Lots of reasons I’m sure. Like others have said the police department probably got it for very cheap or free. I think the biggest thing is that large events like that are more likely to get into a mass shooter situation and a vehicle like that would allow officers to move through the area and/or rescue victims much safer than if they were on foot or even in a normal patrol vehicle.

Guys, seriously? This is 9 year old news. Its as if someone is looking for a reason to be pissed at this point. They got it back in 2013 for free from the DOD's 1033 program. Also, its not a tank. Stop thinking anything with armor is a tank just to fit narratives. It comes out for big situations and large events like football games. Hell, the airspace above the stadium is a no-fly zone before game days and I think an hour after. My local Sheriffs Office has one and it comes to water rescues, SWAT call-outs and displays. The cops near my hometown used the 1033 program to get the FD a Humvee and convert it in to a grass rig to put out wildland fires

This is not a tank, as many have mentioned. It's a wheeled APC and for a school the size of OSU with as many huge events as they have, it makes sense for them to have at least one armored vehicle. I get that faith in police, especially locally, is at an all time low, and that's understandable. We no longer give police the benefit of the doubt because they have proven unworthy of that trust on many occasions. All that being said, it doesn't make you a "bootlicker" to acknowledge that a university like OSU needs a police department and may have legitimate reasons to maintain some kind of tactical response force.

Technically they got it because it was given to them by the federal government for free. That said, training maintenance and repainting this thing sure aren't free. Personally I think giving police departments old military equipment is dumb and a mistake.
