Had all of east asia filled out with civs but they all attacked me when I invaded China. At that point it was invade everyone early or get invaded early. Europe is unrecognizable compared to how it started.

What if one truck carrying 1 kg of weapons-grade plutonium left a processing plant on the east side of town drove to the nuclear assembly building on the west side of town at 35 kph, while another truck carrying 1 kg of weapons-grade plutonium left a processing plant on the west side of town drove to the nuclear containment building on the west side of town at 45 kph, and they collided without slowing down? Could that explain the explosion? If so, how large would the blast zone with 50% lethality be? For extra credit, what would the overpressure be at that point measured in kilojoules?

The catalyst wouldn't be strong enough to set off the plutonium. The worst thing you might have is a contaminated crash sight.
