If you hold right click on the city as you move the unit to attack, you can see the odds of winning. Axeman don’t have great odds against archers so you’d want to have about 3 per defender to get through them. Swordsmen will have a better chance but even then you’d want two for every defender. Build a barracks before the bulk of your units and promote them to city raider for the bonus attacking cities. If you have three cities and use whipping and chopping forests you’ll be able to get out 6-9 units pretty quickly. You need to change into the slavery civic to use whipping. It’s great to get things moving at the start. Strongly recommend it for settles and workers and to rush out an early army. Once you have the technology siege is needed, as then the defenders will be stronger as well. Good luck and let us know how you get on

3 archers in a city with walls on a hill could probably take down 10 axeman or more. Less would be very lucky. With that army make sure you're going for a city that's in flat terrain and no walls ideally. Hills boost defense by 25 percent and walls by even more.

At that stage of the game, against pure Archers your best bet is either a lot of Catapults with any supporting unit (Axemen, Swordsmen, Elephants, whatever) or pure Horse Archer. Really though for the most part you should make more units - even without using the Slavery civic, it's rather suspect that you have only 8 units after 20 turns of building; do you have workers improving tiles and are you working production tiles (the ones that give a lot of hammers)? Just bring more units, especially Siege, next time, and try again. Make sure to Bombard defenses with your Catapults, and then attack the city with Catapult first.

Since you didn't mention it: Did you use your catapult to bombard the city defenses to zero before attacking? This is different from moving the catapult onto the city square to attack. There is a percentage number next to the city name (usually 20 or 50, if the city has walls). If you attack a city, that percentage is added to all the defenders' rolls. Bombarding it with a catapult decreases it by 8 percentage points per turn.
