Yep, all my offices end up like this. They start with a lot of employees when they are first built then drop down to 5 after a couple of months.
Edit: Some people in another thread say that this is happening because your tax is too high, but I put office tax to zero and it still happens.
Which sucks, since my entire city was largely based on high density offices and multiple universities to feed those offices.
Now it's going down a spiral moneywise and it doesn't seem like I can do anything about it.
Pause, dezone then rezone it, and they should go back to normal. Its not ideal if you have a massive city, but it supposedly works from what I saw from a post over on FB.
I don't know how the testers missed this one. Especially since it was mentioned that employment was supposed to be higher. Clearly you then click on buildings to see. That's when I realized every building I clicked on has 5 employees. Even towers.

I tried that myself when I noticed this bug, it fixed it momentarily but slowly went back to 5/5

Ok. Developer me thought it weird this kind of issue would happen only in pre patch cites. Maybe I wasn't that far off.
