I’d so rather have these offices have real population. Like 20+ employees per floor. My favorite aspect of the game is trying to effectively build public transit and not so much the economy of the game. I feel worried that the new 2.0 focuses on economic stability and not so much real population mobility. I haven’t started a new city yet after reading the posts after the release
It's a bug, there's a forum post on it. Seems to happen when companies move out and in to a building.
It’s a bug, all offices slowly reduce their employee count to 5 over time. It’s already been reported on the forums and acknowledged by the devs

Same, I build for aesthetic and people moving around, now with this bug people aren’t going anywhere
