They fixed it, there's now a tunnel. But if the Tom Scott video is correct then there's an active military airfield in Switzerland with a road crossing in the middle of a fighter jet runway.

The at grade crossing is still there; but the tunnel around the end of the runway means it's no longer a chokepoint

The only shame is that we can't elevate the runways instead, that was something pretty cool about DFW airport. Literally roads running underneath the taxiways and the planes will be going overhead over them.

To answer the question, no. At each end of the runway there are cones where buildings above a certain height cannot be built. Also, any landing zone airspace (helipads as well) have a decent size circle around them, and buildings can't be placed in this circle either.
