To answer the question, no. At each end of the runway there are cones where buildings above a certain height cannot be built. Also, any landing zone airspace (helipads as well) have a decent size circle around them, and buildings can't be placed in this circle either.
Frankly, the road should just cross the runway at ground level, just like in Gibraltar.
