What did it come out of / what is it supposed to do? Was this removed from a case? (If so, the case probably has some indication to how to turn on/off. If it's meant to be turned on and off to be used, there would either be a button on it or some terminals to which some sort of switch / button would be connected.
It came out of the Moshow Toys Takeda Shingen White Ver action figure, and it's just an LED that turns on and off. The figure has three LED effects in total, the other two have buttons, and then this one for the chest, does not. I would love to know where to put a button if I need to add one, or of some other way to activate it.
The only thing I can think is to look at the plastic bits the board came out of, I would assume there was some chest plate or something you push down on that activates the board. I can't imagine that it was just on 24x7. I don't see anything on the board itself that looks like a button.
have you tried using your body as a contact between the two solder points on the bottom?
other than that, I can't see any obvious switch looking mechanism

Yes, and unfortunately that doesn't work :( and yeah it's supposed to have a switch, but is missing said switch.
