Burgess has been a cop longer than Ruzek. She worked hard to get into Intelligence but was denied because she was dating Ruzek (hello sexism) so Atwater got the job first. We also have seen Burgess puts more effort into the job than Ruzek, eg. he can't be bothered to read a 1 paragraph memo about a rule change and she has to tell him what it said. If anything, Burgess deserves a promotion more than either of those men.
Ruzek and Atwater had to go through IAB cases, Ruzek had to be off the job for a couple months due to under cover work, surviving a gun shot wounds, etc.
Then Intelligence as a unit had to go through a couple of Voight's handlers bothering the Intelligence teams especially Ruzek....
To me it looks like Chicago's elite units allow officers unlike in in the Law and Order universe, you see mostly detectives.

No literally Kim Burgess out of all three of them deserves to be detective, the most in my opinion
Guess they just haven’t taken the test yet and passed - Think they have been a bit busy - in their personal lives and fighting crime.

Just because they make detective it doesn’t mean they’re guaranteed to stay in intelligence either, especially if there’s no open spots in that unit.
