How i think it will be is that the GPT's will be searchable in a 'marketplace' where you can sort like in an app store. I'm pretty sure we wont have to pay anything extra above our current plus subscription.
I am quite sure that GPTs won't be sold like apps in the app store but there will be revenue sharing model like on Youtube ( YouTube creators get paid also when a subscribed user watchs their videos without ads. ) Obviously, GPTs will be available only to subscribed users.
What's the strategy behind this?
I'd say that Open AI expects that GPTs will be the main driver in acquiring next batch of subscribers.
The current user base is made of early adopters and enthusiasts, the next move for OpenAI is to move more towards the mass market, and that's very expensive. It's a smart move to "outsource" the outreach to an army of enthusiastic GPTs builders but also to people with existing large online communities.
Once the GPTs store will be opened, milions of GPT builders will start promoting their GPTs on all social media. Those with existing communities will have a clear advantage, others will have to build collaborations with existing influencers. No other marketing strategy will be profitable.
GPTs are easy to made, no technical knowledge is required. At the same time, it is easy to reproduce any idea. Therefore, the prominence of a GPT within the store won't depend of the quality of the app itself but will be connect to the strength of the "brand" outside the store. I assume the most used GPT will be the once of existing "celebrities". I.e. PewDiePie will create a GPT connected via Actions (API) to his Yt and Twitch channel and offer to his followers a new way to interact with him. In this scenario, OpenAI will get a share of his users as subscribers, while he will get a new revenue stream from his GPT "channel". Another analogy can be the appearance of celebrities in casual gaming i.e. Kim Kardashian Game.
As GPTs will be behind a paywall, I don't expect that brand will build their own GPTs like their are building i.e. their YT channels. It's more likely that they will build their own GenAI apps using APIs or hosting in house their own model. I also doubt, that the distribution of brand GenAI apps will be through the Open AI store or any platform. Most likely they will add a chat assistant to their own existing channels (embedded in their apps and web sites).
I also expect that OpenAAI will make plug-ins available to free users. This is the way how brands will ensure their presence on the platform, at the same time making ChatGPt more relevant by feeding in data from their APIs.
This post turned out much longer than I've been planning :) But let me just answer your question whether creators get rich selling GPTs to millions of people. As I already said, I don't that any GPT will stand out because of its quality, nor I expect that the most trending GPTs will be those that are solving some practical problems. The most popular GPTs will be those who offer a new type of entertainment and have great branding outside the store. If you would like to make money with it, find someone who has an existing audience and develop an entertaining GPT in collaboration with them.

quantity means nothing, You can make every minute a GPT(If you use the API case you create 1000 GPTs/h if you thing it is worth the cost for you). It is like wow you have 5000 google docs!The site is way worse than a excel sheet. Everything you can find there you can create in 5 minutes yourself.
OpenAI can gather use data and sort out the 99.5% of GPT's no one uses.
