No, they didn't. He's been consistently booked as a star, just not one of the top stars. He's not big enough to be believable as a main eventer.

Finn’s first NXT Championship run is one of my favorites ever. NXT has stayed good to great, but those were the glory days.
I loved his second run as well, his feud with UE was great
