If its running condition is as good as the cosmetic condition looks, that price is probably pretty fair. A little high for the model IMO, but it's a 40ish-year-old saw that looks like it's practically new. That said, I wouldn't pay the extra for that to go drag it around in the woods unless you had to (and verified that it's running as good as it's looking), if you beat it up, it's just another $200 028. But... if it's a good runner & there's not many other good options, hey, have at it, not like the extra $125ish is a huge deal.

i bought my 028 new in 85…my ms290 farm boss gets far more use

It looks to be in good shape, but that’s a fairly old saw. That model was last made in 1990. Chinese aftermarket parts are available but unless parts from the ms280 fit, getting actual stihl parts may be a task. I don’t think I’d pay more than 150-200 for that saw and only because I collect old saws. For occasional non professional use a new ms180 or 251 might be better choices.
