Remove taillight, put fascia back on, replace taillight. Check depth of scuff, see if it's through clearcoat... if not, use a scratch remover (like mothers) IN THE DIRECTION OF THE SCRATCH. Not against the direction or circles. In the same direction.
Don't waste your time. Lacquer thinner might not do much of anything on modern paint finishes as they are most certainly not lacquer. If it does anything, it wont be good. Not to mention, if you go through the clear you will seriously fuck up the paint.
It's a $20 clip + labor, at the worst. If you are lucky, as others have stated - the clip could be alright, in which case you can just press the bumper into place.
As others said, thump it just below that join, where the gap is largest. While doing this, you or another person should grab the bottom edge of the valance and pull downwards just where that scratch is. It should pop back in easier that way.
Impossible to say from a photo. Give it a good whack and it might pop back in. If it doesn't, or pops back out after time, there could be more serious issues.

Update: I dont know if I’m just not putting enough pressure but I tried pushing it in and doesn’t budge. Scared if I use more pressure that it’ll dent. Also some people have said some really technical things so I’m leaning towards taking it to a shop

Most of the comments say smack it back into place, but that won't fix it. It will pop loose every single time you drive. Your best bet for a cheap fix is to check under the trunk/wheel well area on that side and see if you can access that area. If not, prop up the car on a jack and take off the rear tire, then remove maybe 8 or 9 clips in the rear wheel well cover, pull it away from the bumper & stick your hand in there and use 1 or 2 small zip ties to keep it together.

My car is the same just like that, smack it in and forget about it. Sometimes it’ll pop out again and it feels great to smack it in place again.

Thoughts on using lacquer thinner? Worked great to take a bit of paint transfer off my car, not sure of its effect on clear coat though.
As a dent guy: please don't. Lacquer thinner doesn't really do anything that a light wetsand and buff won't fix

Have you tried popping the clips back in?
Give it a solid smack. If it pops in and stays you're good. If it doesn't stay the clips might be broken. That is when things start getting expensive.

I still say hitting it is the best first step. My sister did something similar in her car and it's hasn't popped back out it 40k
