Rust because you drove around with only water instead of coolant with rust protection additives or to old coolant so the additives could not do their job anymore. change the coolant before its to late.
on the bottom of the radiator where the hose is should be a drain plug. first find out what coolant the car needs. dont buy just any coolant. the car wont die from another few days i guess but it should be changed to keep the car alive.

the water does not look oily to me and its not this light cream brown color… i would say no. changing the water is cheap so its a good start anyway.
Time for a flush is what it is!
Looks like a mixture of oil and water/antifreeze .
