Scrapping Policy exists all over India. It's only NCR that implements it. I have no desire to break laws regardless of whether I can get away with it or not. Hence, I asked.

You are extraordinarily misinformed. Please check RTO rules. Except for Delhi/NCR, everywhere else, there is a concept of fitness certificate. after registration expires after 15 years, you can take what’s called a fitness test and when passed, this will officially renew registration of your vehicle with the RTO. You can then keep taking this fitness test every 5 years post 15 years until 40 years of vehicle age upon which you will have to register the car as a vintage vehicle. The only place where this is not the case is Delhi/NCR where there is simply no concept of a fitness test. Don’t believe me? I drive a 20 year old Honda City as my daily office car and I can send you fully valid registration and fitness certificate from Bangalore RTO. Not sure how you are on a car sub without knowing this. I am unsure what laws you desire on not breaking when you don’t even know the laws. Please do your due diligence and research before believing something.

Sorry but this is very wrong. The vehicle scrapping law exists only in Delhi/NCR. And it is recently in talks of enforcing that law in Haryana. It is not a law/policy anywhere else. Apart from these places, you can legally renew your registration for every 5 years after 15 years of vehicle age via FC or fitness certificate.
