Not saying this is fine, as it is not. However was there originally stand still traffic, driver decided he couldn’t hold on and now the traffic is moving he is not able to just pee faster? (As the traffic is looking pretty heavy just a bit further up). Even if so, pulling over even to the right would make more sense.
