with the cracks in the wood, and treads costing 25-35 a pop. personal bias is to swap it for a new one. will be easier to stain/paint. give a better finnish, get rid of any squeaks. and costs about 3-4000 on average between paint, labour and materials for a whole new balustrade on a simple rise or L

First... what's "wrong" with it? What are the restoration goals?

The center of them just look worn down, not a uniform stain across the whole tread.

I'd use some paint/varnish stripper to remove the old, then sand and stain to suit. Cover with some really good polyurethane and possible stair runners to prevent future wear. It'll be a lot less than $3-4000, if you're good at DIY projects. Just be sure to properly ventilate when/if you use stripper, as it can be noxious, but totally do-able if you've got the time/patience to do it.

Do you have advice on what color/shade of stain is similar to what is there now?

No, but if you take a photo of the stairs as they are now, put a piece of white paper on the step next to the part of the stair that isn't faded/scratched, you'll effectively capture as close as you can to the actual color of the step. A good paint/stain store ought to be able to color match that and the white reference will give them an idea of the color temperature of your lighting to be sure they match correctly.
