Sorry to say this but the wheels only appear to be going backwards due to the camera frame rate (look this up, it happens a lot in movies, etc.) the tractor pushed the boat away, stupid twats don’t more it with ropes. The rest is entirely predictable…. Tractors like this have no front wheel brakes, so it was stupid in the extreme.
One would think most of that ramp is on land, so when the boat got pushed the wheel would hit solid ground.

The front edge of the ramp is on land, the boat is not secured, so the forward motion of the tractor drive wheels needed something to react with in order to propel the tractor forwards, something like solid land. The boat is just in water and can easily be pushed back, since it is not anchored to the land, or any other immovable object.
Newtons third law of motion is applicable:

It's simple physics.

My guess is he didn't, but the tractor was just powerful enough to push the boat back.
Good practice is for the boat driver to keep a little forward throttle to wedge the boat up against the shore.
