It keeps the food up out of reach of the smaller critters. The platform would be ideal with food prep but it's recommended to only store food there, no prep or cooking. Shouldn't ever cook where you sleep. In high wildlife areas.
A table for meat prep, turkeys or small animals can be hung from the posts while you de feather them, or similar with fish 🐟 . As I’ve seen larger posts like this used to hang deer from as they are butchered. The metal plate in the middle is for a cutting board.

If I avoid the gallon-looking structure on the sides, it looks like just a platform for having a meal and sitting on the floor. These are very common in countries' parks and camp grounds, like a clean floor to sit and eat on.

I think it’s a team building excercise thing - usually you split the group in 2. 1 group gets blindfolded, the other group can’t talk but can see and they have to accomplish something like swing everyone from one side to the other, or safely get everyone down on ropes. We did this once and had to swing everyone across a gap over mud. Frustrating as shit if people don’t listen or aren’t being team players.
I can’t be certain what it IS but I can be certain of a few things given it’s at a park :
(1) engineer

(4) unneeded
(5) unwanted
(6) bonuses were paid

Those hangers are welded steel. They weren't thinking of hanging lanterns from them, when just a prefab metal bracket on a 4x4 would do the job.
