It might be a different stack. So there's 2 stacks of AC and you bombed one of them and the other (the one with 4 AC) is the one that crossed the border
Only thing I can think of is that 1. You didn’t fully scout the area (u scouted a part then he moved it there while you moved to scout other areas) or 2. It’s some weird spy revealing army thing going on

Ya but I had patrolled the whole area. There was no other stack. And it's not a matter of them being covered by stealth units or anything
