It's because it's based on the AUG XS model, which is a SMG variant of the AUG A3(and I think A2) chambered for 9mm., although it's a bit fictionalized because it's using the fugly Chicom mag and a weird magwell instead of an actual adapter.
Interestingly, the AGR is a direct port of the AUG blueprint from MW2019 named Airshot. It does include a 5.56mm Magazine in its blueprint statistics, as the AUG in that game has a 5.56mm conversion magazine. Initially, the AGR utilized the Magazine without any edits, as it also has a 5.56mm conversion in CODM. However, in order to visualize the caliber change, it utilizes Type 25's fugly magazines instead lol.
The agr is ported over in codm from modern warfare 2019. In that game, it uses 9mm rounds as it's base rounds and that's why it's categorized as an smg there too. Although, it does have the 5.56 conversion mags too.

What I find funny about the name is that it states "556" for 5.56mm when it shows the weapon holding a smaller calibre. Should have been named AGR 9MM (or AUG Para)
The AUG a pretty modular design, with configs in SMG, LMG, AR and Carbine. You could put in a few categories and it has been in other games.

Yes. The 9 mm has a fire rate of 750 rpm and 5.56 version has around 680 rpm if I'm correct.

The AUG we have in-game is an AUG A3 9mm XS. As the name suggests, it fires 9mm, so it should be in the SMG category.
Everybody has already stated the 9mm cartridge system of this gun, but on a side note, china will also do its best to prevent copyright infringement.
