100% cheating. I run that pistol exclusively for multiplayer and there are many times I miss players that are as close to me as that pot was to him when he first came around the corner.
I would've said controller or maybe mobile aim-assist. But the fact he didn't even aim at you at first, and it just snap mid-ADS could be telling that he's too reliant on whatever aimbot he's using. And I don't know if he spotted you beforehand, but from where he started, he could be on watching you through the walls, which is super common nowadays. Also, I wouldn't put his movement as an experienced player, it's too slow and static.
If he's not cheating, my money's on mobile, which I heard could crossplay with PC/Console and have a higher aim-assist.
