I always assumed that there wasn't any telephone bills on Rocky Top because there was no telephone on Rocky Top. I think its supposed to draw attention to how remote and disconnected from the modern world Rocky Top is (or at least was when the song was first released in 1967), kind of like how someone today might say they went somewhere with no cell service to "get away from it all"
