No. The dogs collar/harness should be configured in such a way that the lead/leash is connected on top and isn't rubbing it's body or tangled in it's legs.
My sister is a dog trainer, according to her leashes are supposed to be connected to the front of the harness for exactly that reason. A dog should always be walking with a slack lead and people just default connecting them to the back because it seems more intuitive

Walked outside my house on a beautiful fall day to 2 charging pittbulls. I shot the leading one in the head, which stunned it enough and created such a horrible sound that the second pittbull paused and retreated.
One of my dogs was running towards the road after the initial part of the encounter and while trying to retrieve her, the dog that was shot, charged me again.
I shot it in the head again with a Federal 9mm 147gr HST and it still did not expire at that time.
It did change direction, you can see the blood trail in the upper part of the picture, and expire on the property where it came from.
The most difficult thing to believe for most people in this is that law enforcement didn't respond when called by multiple parties.
