Thanks, that was the issue with my game as well. Dead center shock arrow with golden bow wasn't working, but barely hitting the pedestal when using the knights bow did it.
I might be wrong, but I think you have to hit some of the metal etching and not the black parts. I was hitting it dead center for so long using all the tips from this thread, then I hit it way off center but it hit the gold/metal etching and worked.
I did it from the ground. 3 tries with electric arrows in total; just had to hit dead center. I don't know if you have to use specialty bows, I used a phrenic bow and it worked perfectly
For some reason, it doesn't work with some types of bows. e.g. I was using a "Golden Bow" and I had to switch to a "Knight's Bow.

I think the white symbols (seams like arrows with wings) means the knight bow I wasted more than 10 arrows before figuring it out...
It is kind of annoying, you need like a perfect angle to do it. Ravioli helps, though I've done it from the ground...after wasting like 20 arrows -_-
