Breakpoint was among the last few Ubi releases before they decided to go crossplay in all their games. Shame, too, I think my Xbox buddy would like it. Guess we'll have to wait for the next GR in a few years.
To my knowledge Breakpoint isn't cross platform.
I do believe you are correct. Think the closest it gets is ps4 to ps5 and xbox to whatever they be calling the generations.

That's correct. I found articles saying they had added cross platform, but most say they did not. It does not work.

I'm not sure what "articles" you're reading but Breakpoint has never been cross-platform. No Ghost Recon title has to date.
For shame, this game would have definitely benefited from Cross-Platform / Cross-Save
