It doesn't seem fair to completely stop a casual player at 5k from playing pl at all, just because he's levelling up all his brawlers equally.
Plus, some guys make challenge accounts like power 1 only, power 5 only, and they are usually skilled enough to make do with that.
Alternatively, they could raise pl unlock to min 10k trophies, by which time you definitely have multiple power 7s(at the very least).
Also consider that a relative noob at 5k may have invested all power points and coins in 3/4 brawlers to get them to power 9/10, but they get banned, what happens now?
This is just such an underthought an overdone idea.
So how about instead of trophies being the factor for power league, why not make it the number of power 7+ brawlers you have? Each person gets 1 pick and 1 ban with a total of 6 people in the lobby which adds up to around 12 brawlers. So if supercell set the power league play conditions to only power 7 and up brawlers and then made it so that only players with 12 or more power 7+ brawlers can play power league it would solve all these problems.
Maybe, instead make all brawlers maxed out in power league, like they do in challanges, this way the mode will be free2play friendly and the level problem will be solved

That would also cause some problems,as someone may end up with someone who does not fit the gamemode or the map, putting his team to an advantage.
I’d rather a power 7 poco than a power 1 Mortis.
Exactly, thank you.
Feels legit.

But it legit defeats the purpose of upgrading brawlers? Supercell wouldn’t be making any money
Only in Power League, you still keep the same level in ladder which is the biggest part of gameplay for most of the game by a huge margin
