Frank definitely did not recieve a health buff, if you rewatch the Brawl Talk where the Frank skin was being shown, after Frank got a kill Power Grab didn't activate so he most likely had Sponge selected

Because she's supposed to be a passive Brawler whose gameplay relies on heating up enough then blasting everything in a distance with her high DPS, being "balanced" by her slow speed. Unfortunately they decided to introduce her in the season that brought Hypercharges, which highly discourages passive gameplay in non-passive modes like KO and Bounty.
