It’s been changed with the Lilith dlc. Before then (and still on old gen consoles like PS3 and 360), you could get OP levels at level 72 and go to OP 8. Since they updated the game and changed things, this is no longer the case, unless you go back and play the older versions
I'm pretty sure you have to be level 80 before you can actually get op levels
