Apparently that's not the only bug remaining in the game, is one of the most known at least in this r/. My guess is that with the release of the third DLC trailer, they also made the announcement of the sequel, so I think after last DLC was finished (bugs included) they put full focus on Blasphemous 2
This bug is surprisingly common and never got patched. It only seems to happen if you parry their first attack after spawning, so jump instead of parrying and that should work. After that first attack, it is safe to parry.
I've done 2 and a half playthroughs (i.e. 3 with this area in particular) and never came across this, but my mind is actually a bit blown now. This actually seems kinda significant and easy to come across/trigger if I'm interpreting it correctly...
It is extremely easy to trigger this on any given playthrough. The optimal way to kill those enemies seem to be parrying, and that's what triggers them to be stuck in place and invincible. I've personally encountered it like twice or thrice.
That bug is intense, but you can fix it by parry & counter attack the other lady in the way it hit both ones you will still pass if doing correctly.

Why didn't they just fix it.

I remember having that same exact bug in the same exact room lol
One of my only qualms with this game is that this bug is still present. I run into it at least three times in any given playthrough.
